Hillary: The New York Times Will Never Tell Us This

If she wasn’t such an ice-cold-hearted person, one might almost feel sorry for Hillary Rodham Clinton. Now, before she even officially declares her candidacy for the Democratic Party nomination in 2016 to become successor to Barack Obama as President, she lands in the middle of another very ugly scandal. This new scandal might well spell the end of her presidential obsession, and that of her obsessive husband Bill Clinton to get back into the power loop.

The new scandal involves Haiti, that tormented island in the Caribbean which gets hit not only by earthquakes but also by the ravages and looting acts of the Clintons and their friends and relatives. It involves obvious misuse of Bill Clinton’s position in Haiti since the January 2010 earthquake that killed more than 300,000 Haitians. It involves nepotism with the brother of Hillary Clinton. It involves Hillary directly, and it involves a foundation owned by the Clinton family which works closely with a reputed Mexican narco kingpin and some of the dirtiest Clinton political associates from their days in Washington.

Charity begins at home…

The timing of events here is important. On March 5, the popular web blog Breitbart published a story taken from an about-to-be-released new book by award-winning journalist, Peter Schweitzer titled, Clinton Cash: The Untold Story of How and Why Foreign Governments and Businesses Helped Make Bill and Hillary Rich. The book details facts around an unprecedented award for a gold mine, the first such granted in Haiti by the government in 50 years, to an obscure North Carolina company named VCS Mining to mine the Morne Bossa.

VCS Mining according to Schweitzer, had on its board of directors Tony Rodham. Never heard of him? Hillary Clinton’s family name is Hillary Rodham and Tony is her brother. Not only that, but the mining company also lists another board member, former Haitian Prime Minister Jean-Max Bellerive. Bellerive co-chaired the “charitable” Interim Haiti Recovery Commission with former US President and Hillary’s husband (at least legally), William Jefferson Clinton.

Moreover, the terms of the first new gold mining license granted by the Haiti government were made with no Congressional involvement and the state of Haiti got royally cheated. The terms of Rodham’s gold windfall upset members of Haiti’s senate: The government’s royalties under the deal were just 2.5 per cent, half the customary rate. And VCS mining has an option to renew the terms for 25 years.

On March 6, one day after the March 5 story hit, VCS Mining on its scanty website (which reveals no single name of any officers or directors nor any annual report or financial report), published an “Immediate Press Release.” It denied that Rodham or Bellerive played any role in the highly suspicious and strange deal. Even more bizarre is that the press release is the only statement on the company’s entire website.

Further search in the company directories of Bloomberg/BusinessWeek to find names of the current board turned up…..nothing. In a report on the company dated March 12, 2015, Bloomberg wrote, “There is no Other Board Members data available.” Did the company scrub their records to hinder further embarrassing scandals that would jeopardize Hillary’s presidential bid which, until two weeks ago when the State Department email scandal broke, looked like a done deal?

The Clinton Foundation, State Department and Haiti

It is looking more and more likely that the emails Secretary of State Hillary Rodham Clinton wrote in the years she was Secretary, which she refuses to turn over in full as required by law to the US Government, would contain explosive revelations about her role in Haiti after the earthquake.

It has just been revealed that she used a private email address run on her own server, during her years at the State Department, and never had a ‘state.gov’ address as required for government official business. She ran all her professional emails through her own Internet domain, ‘clintonemails.com.’ When she left office her emails left with her. That included emails that would have dealt with her response to the Haiti earthquake. The Federal Records Act requires employees of executive branch agencies to keep all of their emails and make all of them available for permanent retention.

She was Secretary of State from January 21, 2009 to February 1, 2013. In December, 2012 Hillary’s brother’s company got the lucrative gold mining contract. During her time in State, the State Department through its USAID disbursed $3.6 billion for Haitian “earthquake relief.”

The plot gets uglier. While she was doling out billions in US taxpayer dollars to unspecified projects in Haiti, husband Bill Clinton was serving as UN Special Envoy for Haitian earthquake relief as co-chair with Jean-May Bellerive of the Interim Haiti Recovery Commission. At the same time, Bill was head of the Clinton Foundation, which claimed to have raised $36 million from “private contributors” for Haiti relief. However, the Clinton Foundation, at the time Hillary was Secretary of State, also accepted money from countries that Hillary Clinton dealt with while Secretary, including the UAE, Qatar, Saudi Arabia and Iran, brazen conflicts of interest should Clinton become president. In one case the Clinton Foundation accepted a “gift” of $500,000 from the Algerian government to “benefit earthquake relief efforts in Haiti.” Hello?

So to sum up, to date Hillary as US Secretary of State handed out billions in USAID money in Haiti. Husband Bill was taking money for his private foundation from foreign governments that Secretary Hillary deals with in an official capacity. Then the day she resigns from the State Department in February 2013, Hillary joined their daughter and Bill to become a named principal in the now named Bill, Hillary & Chelsea Clinton Foundation. And brother Tony Rodham just happens to be lucky and land a lucrative gold mining contract in Haiti at the same time? I think the trials and tribulations of Hillary Rodham Clinton have only begun.

The Bill, Hillary & Chelsea Clinton Foundation

Then we have to look more closely into the Clinton Foundation and there we find interesting people chosen to be on their Board of Directors. Bruce Lindsey serves as the chairman of the Board for the Clinton Foundation. He has been described as Bill Clinton’s Consigliere, as in the mafia lawyer who cleans up messes in the family. Lindsey has been at Bill’s side since their days in Little Rock when Bill was governor and Hillary a lawyer with the Rose law firm.

Lindsey was Clinton’s White House Counsel for all eight years. Now he is chair of the Clinton Foundation. During the Clinton presidency, Lindsey was accused by Republicans of soliciting Asian money for Democrats and for Clinton’s legal defense fund on the Monika Lewinsky-ted impeachment trial. Lindsey was present at White House meetings with shady Clinton fund-raising figures such as John Huang and James Riady. Republicans at the time also suspected Lindsey–who oversaw White House document-gathering in response to congressional subpoenas–was “cleansing” documents to keep information from the Congressional panels.

Now we continue looking at today’s Clinton Foundation board of directors and lo and behold we find Ms Cheryl Mills. Never heard of her? She was Hillary’s Chief of Staff at the State Department and as it states in her bio, she “served as counselor and chief of staff at the US Department of State where she managed the foreign policy and operational priorities for the $55 billion agency.” Mills was Manager of foreign policy and operational priorities for Hillary Clinton? Did she also play a dirty role in the Haiti scandals with Bill Clinton’s Interim Haiti Recovery Commission when Hillary’s USAID was splashing billions of US taxpayer dollars into something or some ones in Haiti? We may never know because it comes out in the latest State Department “email-gate” scandal that not only Hillary refused to use official US Government internet email for state business. Fellow member of the board of directors of the Bill, Hillary & Chelsea Clinton Foundation, Cheryl Mills also used the private clintonemail.com email address for her government correspondence.

‘World’s Richest Man’

Then another member of the exotic Clinton Foundation board is a mining and motion picture mogul, Frank Giustra. In 2007, Frank Giustra and Bill Clinton launched something called the Clinton Giustra Enterprise Partnership. Their stated purpose was to create “social and economic development programs in parts of the world where poverty is widespread, including Colombia, Peru, Mexico, and Haiti.” That morphed into the Clinton Giustra Sustainable Growth Initiative (CGSGI). The two men then brought in a third, a Mexican named Carlos Slim, who matched their initial $100 million fund. The three men apparently enjoyed working together so in 2010, just after the Haiti earthquake, with Clinton as Special UN Envoy to Haiti, they established another $20 million fund to finance small businesses in earthquake-ravaged Haiti.

According to the annual Forbes list of the world’s richest people, Carlos Slim is probably the richest, just passing Bill Gates to be worth an estimated $81.6 billion. He owns Telmex, the largest telecom in Mexico and a network of banks and companies and airlines. He even bought himself blue-blood WASP respectability several years ago by rescuing the ailing New York Times for a mere $250 million.

As well, Carlos Slim is in the Executive Committee of the Board of Trustees of the RAND Corporation, a major Pentagon contractor and leading neo-conservative think tank behind the US CIA strategies of Color Revolutions, “swarming” and such. That has interesting implications for US national security.

The most interesting parts of Carlos Slim’s career however are its overlaps with the Mexican drug cartel. Mexican journalists speak openly that Slim amassed his colossal fortune not just by charging the highest phone rates in Latin America. According to award-winning journalist Daniel Hopsicker, Carlos Slim, the philanthropy partner of the Clinton Foundation, “has long-standing business ties with wealthy Mexican businessmen suspected of involvement in Mexico’s so-called ‘Cartel of the Southeast,’ the drug trafficking organization based in Cancun which came to light two years ago with the crash on Mexico’s Yucatan Peninsula of an American-registered (N987SA) Gulfstream jet carrying nearly four tons of cocaine.”

According to Hopsicker, Fernando Chico Pardo, a top level business associate of Carlos Slim, left Slim’s employ with the latter’s blessing, to take over Grupo Aeroportuario del Sureste, S.A. de C.V., (ASUR), a publicly-traded corporation which Mexican sources say moves large quantities of cocaine through Cancun International Airport, which ASUR runs and manages. ASUR controls a dozen Mexican airports. Pardo, according to these reports, was Slim’s alter-ego and right-hand for 16 years. He still has a seat on the board of Carlos Slim’s holding company and Pardo’s brother, Jaime Chico Pardo, is President of Slim’s major holding, Mexican telecommunications giant Telmex.

Mexican well-researched press reports claim that Fernando Chico Pardo’s Grupo Aeroportuario del Sureste, S.A. de C.V., (ASUR) is involved in the drug trafficking major leagues, and was reportedly complicit in the big “drug move” in September of 2007 which ended with an American Gulfstream jet carrying 4 tons of cocaine crashing in the Yucatan.

Hopsicker adds,“the Gulfstream (N987SA) was known to belong to the CIA in Columbia and Central America, and to fly for the DEA as well…according to exclusive reporting in NarcoNews.”

Hillary and ‘Sweet Mickey’ Martelly

Presumptive US Democratic Presidential candidate, Hillary Rodham Clinton’s Clinton Foundation has activities in Haiti with Carlos Slim, Mexican giga-billionaire and reputed business associate of leading Mexican drug cartel figures, who sits on the Executive Board of Washington’s Pentagon and CIA-linked RAND Corporation and who owns a major stake in the New York Times. Hillary’s kid brother, Tony Rodham, wins the sweetheart gold mine concession in Haiti with a company that barely exists. It all begins to stink like the cesspool outside the factory pig farm manure dump of Smithfield Foods in Mexico.

Leading Haitian lawyer and a genuine human rights activist, Ezili Dantò, charges that UN Envoy to Haiti, Bill Clinton as head of the Haitian relief fund was responsible for some $6 billion of international relief aid received. “Less than 1% of this amount made it to the Haitian government. Bill Clinton had total control of the balance.” She adds, “Hillary and Bill Clinton ‘opened Haiti’ as their private asset to liquidate. They used the resources of the World Bank, the State Department, USAID, the UN, the Private Military Security Contractors, the US military, and the Fed’s passport and visa issuance capabilities. They got kickbacks called ‘donations’ from anyone who wished to buy from them a piece of Haiti lands, oil, iridium, uranium or gold. The Clintons have used governmental power to conduct their private business and called it ‘helping poor Haitians.’”

Dantò adds that Bill Clinton made no attempt to conceal his Haiti aid corruption. Neither did US Secretary of State Hillary Clinton: “They pushed their own Haiti staff members into nominal positions of power to rubber stamp their edicts. Haiti Prime Minister Gary Conille, who succeeded Jean Max Bellerive, worked as chief of staff for Bill Clinton and as a UN development expert.

“Cheryl Mills, another Clinton staffer named in the Clinton “email-gate” scandal and who today is on the board of the Clinton Foundation, also served as the United States’ representative on the Interim Haiti Recovery Commission (IHRC).


Dantò elaborated further that, “Secretary of State Hillary Clinton and Cheryl Mills, her chief of staff at the State Department, brought intense US pressure to bear on the Haitian government and Electoral Council to advance Martelly, who finished third, to the first place in the runoff, insuring his election as President in March, 2011. Hillary Clinton revoked the visas of several Haitian officials she felt were not complying, prematurely announced the election dispute was over, threatened to cut off aid if the doctored elections and OAS ruling to advance Martelly to the second rounds were not accepted by Haiti. The US even threatened to forcibly remove Haiti president Preval if he didn’t comply and put Martelly in the elections.”

Martelly, known in Haiti by his musician name, Michel ‘Sweet Micky’ Martelly, backed the CIA-created right-wing paramilitary Front for the Advancement and Progress of Haïti and proposed to re-instate the Armed Forces of Haiti, which were disbanded by former Haitian President Aristide in 1995 because they were the terror arm of deposed dictator ‘Baby Doc’ Duvalier. The CIA ousted the popular Haitian nationalist, democratically-elected Aristide, and forced him into South African exile. According to Ezili Dantò, Hillary and Bill Clinton engineered the Presidency of Martelly, a cocaine-loving rock keyboard musician, to cover up their corruption.

She adds, “The quake monies benefited Clintons’ cronies, the Clinton Foundation big business donors, the Clintons’ luxury spa resort and hotel partners, the military industrial/intelligence complex and the usual Washington beltway bandits, like Chemonics. The holocaust for Haiti continued. What’s worst was the Clintons’ use of shock and trauma-the cataclysmic 2010 earthquake and 2010 UN-imported cholera traumas-to push the 2010 doctored elections down the Haitian people’s throats to outright dictatorship.”

It’s beginning to look like Hillary Rodham Clinton faces far more scrutiny for her dealings than she hoped for. But one thing is certain. The New York Times, formerly America’s most respected newspaper of record, will never tell us this about Hillary’s murky dealings in Haiti. Why? Look no further than Carlos Slim, that paper’s second largest stockowner and long-time business partner of Hillary’s foundation in Haiti.

I am heartbroken to report that Monica Petersen died today in Haiti. She was a recent graduate of the Korbel School, a research fellow and an assistant director at the Human Trafficking Center, and had moved to Haiti to teach and start an NGO. Monica was a scholar-activist committed to serving the dispossessed and a clear and critical voice in the human trafficking field. She was also a dear friend and colleague to many of us.

I will post the time and date of a memorial service soon.

Some wisdom you can only get from fieldwork. Quite the scandal.

And as the anniversary of Haiti’s earthquake’s approaches this week, along with the upcoming 2016 presidential elections in both Haiti & the U.S….. this is significant. It’s unsurprising, to me personally, but starts to connect the dots on what I already suspected.

If the Clintons plan to disseminate Haiti with their gold looting (apparently contracting with the DR, not Haiti)…. I guess we know why Martelly’s guy is set to steal the elections…. Ms. Clinton has corrupt & dirty business to finish in Haiti. The people suffer so. This is the theory my masters thesis puts forth … this is modern structural slavery. Disaster Capitalism at its …

Hillary Clinton’s Scandalous Conduct in Haiti: Charity Begins at Home

Another example in a continuing lineup of scandals that make Hillary Clinton toxic and unfit to be considered for the presidency of the United States.

Carlos Slim's net worth is more than $64.8 billion dollars. The richest man on earth is a Mexican telecom mogul, whose career's "most interesting parts" are his links to businessmen "suspected of involvement in Mexico’s so-called ‘Cartel of the Southeast." He is a Clinton associate and donor to the Clinton Foundation. In 2015, Carlos Slim became the largest shareholder in the New York Times. William Engdahl, an author and lecturer with a degree in politics from Princeton suggests in this revealing article that this may explain why we will not be reading about the "murky dealings" of The Bill, Hillary & Chelsea Clinton Foundation in Haiti from the New York Times; "formerly America’s most respected newspaper of record." According to Haiti activist Ezili Dantò: "The Clintons have used governmental power to conduct their private business and called it ‘helping poor Haitians.’”

Hillary Clinton should get far more scrutiny for her scandalous conduct in Haiti; from rigging the March 2011 presidential election for her favored candidate Michel "Sweet Mickey" Martelly (supporter of the CIA created death squad FRAPH) to insuring that her brother Tony Rodham and "a company that barely exists." got a "sweetheart gold mine concession in Haiti" that "royally cheated" the state of Haiti.

SANTO DOMINGO, March 19 A Dominican Republic man who acted as legal adviser to a group of U.S. missionaries held for several weeks in Haiti on child kidnapping charges has been arrested in Santo Domingo, local police said on Friday.

Jorge Puello Torres, wanted by El Salvador as a suspect in a human trafficking ring, was detained at a car wash in the city late on Thursday, a spokesman from the Dominican Republic's police anti-narcotics unit said.

He was arrested in the Dominican Republic's capital on a warrant issued by Interpol, the international police organization.

U.S. and Dominican Republic authorities had been looking for Puello after El Salvador officials said they suspected him of being involved in running a human trafficking ring that recruited Central American and Caribbean women and girls and forced them to work as prostitutes.

The allegations emerged after Puello offered his services as a legal adviser to 10 U.S. Christian missionaries who were arrested by Haitian authorities late in January and accused of trying to take 33 children over the border into the Dominican Republic after the devastating Jan. 12 earthquake in Haiti.

Haiti and the Dominican Republic share the Caribbean island of Hispaniola.

Eight of the Americans, most of whom were members of a Baptist church in Idaho, were freed by a Haitian judge in February. A ninth was released on March 8.

Only the group's leader, Laura Silsby, remains detained and still under investigation in Haiti's capital Port-au-Prince.

The Americans denied any wrongdoing and said they had been trying to help children left orphaned and destitute by the Haitian earthquake. They said Puello had approached their relatives and church, offering his help.

It turned out that the children who were with the U.S. missionaries had living parents, many of whom testified they had voluntarily handed their offspring to the Americans in the hope they would be given an education and a better life.

The case threw a spotlight on fears that child traffickers could prey on vulnerable Haitian children after the quake. But it also distracted attention from international relief efforts to help more than a million survivors left homeless or displaced by the disaster.

Haiti's president has said the final death toll from the quake could reach 300,000.

New Life Children's Refuge (NLCR)

New Life Children's Refuge is a non-profit Christian ministry dedicated to rescuing, loving and caring for orphaned, abandoned and impoverished Haitian and Dominican children, demonstrating God's love and helping each child find healing, hope, joy and new life in Christ. We will strive to also equip each child with a solid education and vocational skills as well as opportunities for adoption into a loving Christian family.

NLCR is in the process of buying land and building an orphanage, school and church in Magante on the northern coast of the Dominican Republic. Given the urgent needs from this earthquake, God has laid upon our hearts the need to go now vs. waiting until the permanent facility is built. He has provided an interim solution in nearby Cabarete, where we will be leasing a 45 room hotel and converting it into an orphanage until the building is complete.

• Nueva Vida Refugio de Ninos: Provide a loving Christian home-like environment for up to 200 children, both boys and girls, initially focused on ages 0 - 10 years old, later expanding to include teens up to age 16.

Plan to begin with PreSchool/Kindergarten up to 6th grade, teaching English/Spanish, Reading, Math, Science, History, Geography, Health, Music/Art, as well as Christian values/truths. Plan to add higher grades and courses on vocational skills when needed.

• Sick Bay/Medical care: for incoming children that are in need minor medical care

John - one thing to raise with Laura when you think the timing is right is
the outstanding expenses bill the CF/ CBHF has with McKinsey. My friend
Eric was the partner who led the work McKinsey did pro bono + expenses for
the CF/ CBHF and the IHRC in Haiti for more than a year and their expenses
have not yet been paid. Eric did not want to reach out to me but after
Laura hung up on him last week - after not responding to any of the formal
bills or formal emails or Eric's emails - I think he's a bit at wits end
and also doesn't want to run it up the flag pole at McKinsey to attract any
undesired attention.
I have not raised with my father yet as I thought you
or Bruce were a more appropriate vehicle though I am happy to raise if you
think helpful.

From its inception, and well before it made $10 billion of earthquake aid money disappear, Bill and Hillary Clinton’s Interim Haiti Recovery Commission (IHRC) was a vicious joke on Haitians. The original name, Commission Intérimaire pour la Reconstruction d’Haïti, should have been simply translated as Interim Commission for the Reconstruction of Haiti. After all, it was the commission that was temporary, not Haiti. There was also no need to change the word reconstruction to the vague term recovery, unless one deliberately wanted to suggest the collection of something. As the I-HRC, however, the organization not only acquired Hillary Rodham Clinton’s initials but also boasted that it would scoop up Haiti’s reconstruction funds and turn the world’s first black republic into a temporary construct. If Mrs. Clinton has become a zombie and the “I” in I-HRC has faded, this could easily be interpreted as a sign of the Haitian gods’ wicked sense of humor.

The great writer Toni Morrison once described Bill Clinton as “our first black President,” because of his background as a poor boy in Arkansas from a single-parent home, his fondness for junk food, and the political attacks on his sexuality. If so, then he has graduated to being the first black-American dictator of Haiti. For six years of a full dictatorship of the Clintons and their surrogates, on earthquake anniversaries Haitians at home and in the diaspora have made a ritual of searching through the rubble for the reconstruction funds that were donated by good people from all around the world. “Where did the money go?” everyone asks. The answer is simple: for a while it probably sat in the Swiss and Caribbean offshore banks where dictators stash their loots.

In 2012, the United States presidential elections cost a record $2.6 billion. The Republican challenger Mitt Romney raised $0.99 billion, and the Democratic incumbent Barack Obama managed to raise an unprecedented $1.07 billion. Both politicians are regarded as champion fundraisers because of their feats. In 2016, by all estimates, the cost of the US presidential elections doubled or quadrupled to about $5-10 billion. This is the most expensive presidential bid in history, and Hillary Clinton has vastly outspent Donald Trump. Where did the money come from?

As of August 22, 2016, Clinton had officially raised only $0.436 billion, and her top six donors had contributed about one tenth of these funds. Donald Trump, for his part, had raised $0.129 billion, and the money from his top six contributors amounted to $0.011 billion. These sums fell quite short of the money being spent by the two politicians, especially Clinton, who had already spent about $0.1 billion on television advertisements alone by the end of August and had planned to spend $0.077 billion more for advertisements in September and October. Furthermore, Mrs. Clinton has relied on a large and well-paid entourage that has probably included medical personnel, and during her busy campaign schedule, she has used private airplanes like some of us take buses and taxis. Most of the money for her campaign has probably come as “disbursements,” which are not counted as carefully as money donations. These include out-of-pocket funds from the candidates and friendly donations of various services. Such disbursements have obscured the engine of the 2016 US elections to an unprecedented degree.

It is not possible to raise billions to tens of billions of dollars legitimately for political campaigns. More and more, in the West and in emerging market economies, these astronomical sums for elections are extracted from unsuspecting taxpayers. We have Brazil to thank for some insights into the machinations of politicians to finance their campaigns. In Brazil, the state energy company, Petrobras, was granting contracts to construction companies with the understanding that a percentage of the funds would be applied to the campaigns of various corrupt politicians. The money-laundering scandal, which involved more than $15 billion and led to PresidentDilma Rousseff’s impeachment, is estimated to have touched every political party and 70 percent of the country’s ministers and legislators.

For the Clintons, the boon from Haiti’s earthquake of January 12, 2010, came while HRC was Secretary of State, and Bill Clinton was the United Nations Special Envoy to Haiti. As soon as massive numbers of Americans began to donate small sums of money for earthquake relief, Bill and Hillary Clinton transformed themselves into the face of Haiti. In their most calculated compassionate voices, they told stories about their marvelous honeymoon on the island and implored the public for donations. In reality, in the US State Department, the mood was celebratory. The US Ambassador to Haiti, Kenneth Merten, had cheerfully titled a section of his situation report “THE GOLD RUSH IS ON!”

By March 8, 2010, Bill Clinton had applied sufficient pressure on President René Préval, to force Haiti’s Lower House to vote yes on a State of Emergency that would allow a group of rich donors to run the country for 18 months via the IHRC. During the same month, Hillary Clinton went to Montreal to raise money, ostensibly for Haiti’s reconstruction, and Bill Clinton went to Davos to collect the rich donors. The next month, Bill Clinton worked to push his project on Haiti’s Senate, where it was ironically called a coup d’état d’urgence. The Senate voted no on April 8, but President Préval insisted on another vote. In the next vote on April 13, 10 out of 25 senators stayed home to prevent a quorum. On April 14, Michelle Obama made a special trip to Haiti, and the next day the deal was done. The vote was 9 away, 2 abstaining, 1 no, and 13 yes. All but one of the yes votes had come from Préval’s party. Thus slightly more than three months after the earthquake, on April 21, 2010 the IHRC was inaugurated.

With the IHRC, the Clintons established in Haiti their dream government, which I described, when I first observed it, as “pay-to-play,” meaning: an unelected government where political participation is based on money invested. In the IHRC, there were two parts: one foreign and the other Haitian. Bill Clinton chaired the foreign section, which included the representatives of 14 donors [US, European Union (EU), France, Canada, Brazil, Venezuela, Inter-American Development Bank (IDB), United Nations, World Bank, Organization of American States, CARICOM, the private donors, the diaspora, and the NGOs]. Each donor had to pledge to the IHRC $0.10 billion over two years or forgive $0.20 billion of Haitian debt.

The poorer, Haitian, section of the IHRC had only seven members. Haiti’s Prime Minister, Jean-Max Bellerive, formally led it as the nominal Co-Chair of the IHRC. The other six members were President Préval, who was allowed only a symbolic veto, plus one person each to represent the Lower House, Senate, judiciary, business sector, and unions. Every Haitian member had to be approved by the foreigners, and Clinton ran all the show.

As the reconstruction money poured in, the IHRC became increasingly arrogant and opaque. According to the IHRC charter, Clinton and Bellerive gained the right of final approval over all major construction projects in Haiti. In addition, they even gave themselves the power to grant titles. Meanwhile, Haitian ministers and elected officials were blocked from IHRC meetings because they were “not on the list.”

The IHRC is estimated to have collected $5.3 billion over two years and $9.9 billion over three years, without reconstructing much of anything. This represents more than five times the money that the Clintons have collected by other mechanisms like the Clinton Foundation or Laureate University. Bill Clinton has claimed at various times that he only received 10 percent of the funds that had been pledged to the IHRC, but even if this were true, a vast sum of money would still have disappeared. By July 2011, Haiti’s Ministry of Public Works, Transportation and Communication (MPTC) had approved $3.2 billion of IHRC projects, but only $0.084 billion (2.6 percent) worth of projects had been completed.

In a meeting of the Senate Public Works Committee with the MPTC on August 11, 2011, the Senate Committee Chair, William Jeanty, said that the IHRC had not only appropriated for its balance sheets the projects of several Haitian ministries but also claimed credit for financing MPTC projects that had been funded by the EU and IDB before the IHRC was formed! To date, the only notable IHRC project has been Caracol Industrial Park, a sweatshop complex in northern Haiti, well away from the earthquake damage. Its construction was financed by USAID ($0.124 billion) and the IDB ($0.105 billion), and its unstated purpose was to force the construction of modern seaports and airports in northern Haiti to support mining. To create a few thousand slave-wage jobs, this industrial park built without regard to its environmental impact, has destroyed the homes of hundreds of farmers and polluted a pristine river and bay.

The IHRC barely lasted through its 18-month term. After this, Haitian politicians publicly declared it to be dysfunctional, and the Haitian Senate did not renew its mandate. On April 10, 2014, two Haitian lawyers, Newton Louis St. Juste and André Michel, filed a legal action against Bill Clinton in Haiti’s Superior Court of Auditors and Administrative Disputes. On October 13, 2014, the court asked Clinton to provide an audit of the IHRC funds. Rather than abide by the court’s request, Clinton claimed immunity based on the fact that he had been the UN Special Envoy to Haiti.

It is unlikely that Haitians will ever recover the funds that have vanished into the IHRC, and that are now probably financing HRC’s campaign. At best, one might hope that Hillary Clinton will lose the election and thus be prevented from gathering more power. The big prize in her sights now is the United States, where she and Bill Clinton should be able to charge billions of dollars to each participant in a pay-to-play government. Political arguments about racial justice and the lesser evil entirely miss the point that in a pay-to-play government, those who are poor or even middle class, will count only for what they can furnish of themselves to the rich. This will certainly mean low wages, prisons, and an unprecedented predation on those who are directly hit by climate-change catastrophes. For Haitians at home and in the diaspora, who have seen the devil itself in I-HRC, she could never be a choice for anything. As for the ancestors: if they have their way with her, she will come close enough to the presidency to taste it, touch it and smell it, and then, she will lose it.
