More complicated than any game, most people who play it become addicts and die without understanding what they were addicted to. The rest of us suffer under their malpractice as our "leaders." CRONKITE: A story that has just crossed our desk from Zaire, that the U.S. Ambassador has been declared persona non grata, at least has been asked to leave the country, presumably over the allegation that Americans were involved in a plot against President Mobutu's life. Have you any reaction to that?

KISSINGER: Well, these allegations are totally unfounded, and we regret that this decision has been taken. We do consider Zaire one of the key countries of Africa with which we would like to maintain cordial relations. And the action was based on totally wrong information that fell into the hands of the Government of Zaire, probably as a result of forgery.

The President has directed that a comprehensive review be made of current developments in Black Africa from the point of view of their possible impacts on the black movement in the United States.

The review should consider:

1. Long-term tendencies of social and political developments and the degree to which they are consistent with or contradict the U.S. interests.

2. Proposals for durable contacts between radical African leaders and leftist leaders of the U.S. black community.

3. Appropriate steps to be taken inside and outside the country in order to inhibit any pressure by radical African leaders and organizations on the U.S. black community for the latter to exert influence on the policy of the Administration toward Africa.

The President has directed that the NSC Interdepartmental Group for Africa perform this review.

The review should be forwarded to the NSC Political Analysis Committee by April 20.

BLACK AFRICA AND THE U.S. BLACK MOVEMENT

Objectives of our policy toward Black Africa is to prevent social upheavals which could radically change the political situation throughout the area. The success or failure of our policy in the region depends on the solution international and internal issues whose importance of the United States is on the increase.

II. A. U.S. INTERESTS IN BLACK AFRICA

A multiplicity of interests influences the U.S. attitude toward black Africa. The most important of these interests can be summarized as follows:

1. POLITICAL

If black African states assume attitudes hostile to the U.S. national interest, our policy toward the white regimes; which is a key element in our relations with the black states, may be subjected by the latter to great pressure for fundamental change. Thus the West may face a real danger of being deprived of access to the enormous raw material resources of southern Africa which are vital for our defense needs as well as losing control over the Cape sea routes by which approximately 65% of Middle Eastern oil is supplied to Western Europe.

Moreover, such a development may bring about internal political difficulties by intensifying the activity of the black movement in the United States itself.

It should also be borne in mind that black Africa is an integral part of a continent where tribal and regional discord, economic backwardness, inadequate infrastructures, drought, and famine, are constant features of the scene. In conjunction with the artificial borders imposed by the former colonial powers, guerilla warfare in Rhodesia and widespread indignation against apartheid in South Africa, the above factors provide the communist states with ample opportunities for furthering their aims. This must necessarily redound to the detriment of U.S. political interests.

2. ECONOMIC

Black Africa is increasingly becoming an outlet for U.S. exports and investment. The mineral resources of the area continue to be of great value for the normal functioning of industry in the United States and allied countries. In 1977, U.S. direct investment in black Africa totaled about $1.8 billion and exports $2.2 billion. New prospect of substantial profits would continue to develop in the countries concerned.

IV. BLACK AFRICA AND THE U.S. BLACK MOVEMENT

Apart from the above-mentioned factors adverse to U.S. strategic interests, the nationalist liberation movement in black Africa can act as a catalyst with far reaching effects on the American black community by stimulating its organizational consolidation and by inducing radical actions. Such a result would be likely as Zaire went the way of Angola and Mozambique.

A recurrence of the events of 1967-68 would do grievous harm to U.S. prestige, especially in view of the concern of the present Administration with human rights issues. Moreover, the Administration would have to take specific steps to stabilize the situation. Such steps might be misunderstood both inside and outside the United States.

In order to prevent such a trend and protect U.S. national security interests, it would appear essential to elaborate and carry out effective countermeasures.

1. Possibility of Joint Action By U.S. Black and African Nationalist Movement.

In elaborating U.S. policy toward black Africa, due weight must be given to the fact that there are 25 millions American blacks whose roots are African and who consciously or subconsciously sympathies with African nationalism.

The living conditions of the black population should also be taken into account. Immense advances in the field are accompanied by a long-lasting high rate of unemployment, especially among the youth and by poverty and dissatisfaction with government social welfare standards.

These factors taken together may provide a basis for joint actions of a concrete nature by the African nationalist movement and the U.S. black community. Basically, actions would take the form of demonstrations and public protests, but the likelihood of violence cannot be excluded. There would also be attempts to coordinate their political activity both locally and in international organizations.

Inside the United States these actions could include protest demonstrations against our policy toward South Africa accompanied by demand for boycotting corporations and banks which maintain links with that country; attempts to establish a permanent black lobby in Congress including activist leftist radical groups and black legislators; the reemergence of Pan-African ideals; resumption of protest marches recalling the days of Martin Luther King; renewal of the extremist idea national idea of establishing an "African Republic" on American soil. Finally, leftist radical elements of the black community could resume extremist actions in the style of the defunct Black Panther Party.

Internationally, damage could be done to the United States by coordinated activity of African states designed to condemn U.S. policy toward South Africa, and initiate discussions on the U.S. racial issue at the United Nations where the African representation constitutes a powerful bloc with about one third of all the votes.

A menace to U.S. economic interests, though not a critical one, could be posed by a boycott by Black African states against American companies which maintain contact with South Africa and Rhodesia. If the idea of economic assistance to black Americans shared by some African regimes could be realized by their placing orders in the United States mainly with companies owned by blacks, they could gain a limited influence on the U.S. black community.

In the above context, we must envisage the possibility, however remote, that black Americans interested in African affairs may refocus their attention on the Arab-Israeli conflict. Taking into account; the African descent of American blacks it is reasonable to anticipate that their sympathies would lie with the Arabs who are closer to them in spirit and in some case related to them by blood. Black involvement in lobbying to support the Arabs may lead to serious dissention between American black and Jews. The likelihood of extremist actions by either side is negligible, but the discord may bring about tension in the internal political climate of the United States.

3. Political options

In the context of long-term strategy, the United States can not afford a radical change in the fundamentals of its African policy, which is designed for maximum protection of national security. In the present case, emphasis is laid on the importance of Black Africa for U.S. political, economic and military interests.

RECOMMENDATIONS

In weighing the range of U.S. interests in Black Africa, basic recommendations arranged without intent to imply priority are:

1. Specific steps should be taken with the help of appropriate government agencies to inhibit coordinated activity of the Black Movement in the United States.

2. Special clandestine operations should be launched by the CIA to generate mistrust and hostility in American and world opinion against joint activity of the two forces, and to cause division among Black African radical national groups and their leaders.

3. U.S. embassies to Black African countries specially interested in southern Africa must be highly circumspect in view of the activity of certain political circles and influential individuals opposing the objectives and methods of U.S. policy toward South Africa. It must be kept in mind that the failure of U.S. strategy in South Africa would adversely affect American standing throughout the world. In addition, this would mean a significant diminution of U.S. influence in Africa and the emergence of new difficulties in our internal situation due to worsening economic prospects.

4. The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity.

Nevertheless, history has generally been kind to Jefferson’s enthusiasm for a more agrarian America and his supposed commitment to the common man. But what is left out of this praise for “Jeffersonian democracy” is that Jefferson’s use of the word “farmers” was often a euphemism for his actual political base, the slave-owning plantation aristocrats of the South.

At his core, despite his intellectual brilliance, Jefferson was just another Southern hypocrite. He wrote that “all men are created equal” (in the Declaration of Independence) but he engaged in pseudo-science to portray African-Americans as inferior to whites (as he did in his Notes on the State of Virginia).

His racism rationalized his own economic and personal reliance on slavery. While desperately afraid of slave rebellions, he is alleged to have taken a young slave girl, Sally Hemings, as a mistress.

Jefferson’s hypocrisy also surfaced in his attitudes toward a slave revolt in the French colony of St. Domingue (today’s Haiti), where African slaves took seriously the Jacobins’ cry of “liberty, equality and fraternity.” After their demands for freedom were rebuffed and the brutal French plantation system continued, violent slave uprisings followed.

Hundreds of white plantation owners were slain as the rebels overran the colony. A self-educated slave named Toussaint L’Ouverture emerged as the revolution’s leader, demonstrating skills on the battlefield and in the complexities of politics.

The ‘Black Jacobins’

Despite the atrocities committed by both sides of the conflict, the rebels -– known as the “Black Jacobins” -– gained the sympathy of the American Federalists. L’Ouverture negotiated friendly relations with the Federalist administration under President John Adams, and Alexander Hamilton, a native of the Caribbean himself, helped L’Ouverture draft a constitution.

But events in Paris and Washington soon conspired to undo the promise of Haiti’s emancipation from slavery. Despite the Federalist sympathies, many American slave-owners, including Jefferson, looked nervously at the slave rebellion in St. Domingue. Jefferson feared that slave uprisings might spread northward. “If something is not done, and soon done,” Jefferson wrote in 1797, “we shall be the murderers of our own children.”

Meanwhile, across the Atlantic, the chaos and excesses of the French Revolution led to the ascendance of Napoleon Bonaparte, a brilliant and vain military commander possessed of legendary ambition. As he expanded his power across Europe, Napoleon also dreamed of rebuilding a French empire in the Americas.

In 1801, Jefferson became the third President of the United States -– and his interests at least temporarily aligned with Napoleon’s. The French dictator wanted to restore French control of St. Domingue and Jefferson wanted to see the slave rebellion crushed. President Jefferson and Secretary of State Madison collaborated with Napoleon through secret diplomatic channels. Napoleon asked Jefferson if the United States would help a French army traveling by sea to St. Domingue. Jefferson replied that “nothing will be easier than to furnish your army and fleet with everything and reduce Toussaint [L’Ouverture] to starvation.”


But Napoleon had a secret second phase of his plan that he didn’t share with Jefferson. Once the French army had subdued L’Ouverture and his rebel force, Napoleon intended to advance to the North American mainland, basing a new French empire in New Orleans and settling the vast territory west of the Mississippi River.

Stopping Napoleon

In 1802, the French expeditionary force achieved initial success against the slave army, driving L’Ouverture’s forces back into the mountains. But, as they retreated, the ex-slaves torched the cities and the plantations, destroying the colony’s once-thriving economic infrastructure. L’Ouverture, hoping to bring the war to an end, accepted Napoleon’s promise of a negotiated settlement that would ban future slavery in the country. As part of the agreement, L’Ouverture turned himself in.

But Napoleon broke his word. Jealous and contemptuous of L’Ouverture, who was regarded by some admirers as a general with skills rivaling Napoleon’s, the French dictator had L’Ouverture shipped in chains back to Europe where he was mistreated and died in prison.


Infuriated by the betrayal, L’Ouverture’s young generals resumed the war with a vengeance. In the months that followed, the French army –- already decimated by disease -– was overwhelmed by a fierce enemy fighting in familiar terrain and determined not to be put back into slavery. Napoleon sent a second French army, but it too was destroyed. Though the famed general had conquered much of Europe, he lost 24,000 men, including some of his best troops, in St. Domingue before abandoning his campaign. The death toll among the ex-slaves was much higher, but they had prevailed, albeit over a devastated land.

By 1803, a frustrated Napoleon -– denied his foothold in the New World -– agreed to sell New Orleans and the Louisiana territories to Jefferson, a negotiation handled by Madison that ironically required just the sort of expansive interpretation of federal powers that the Jeffersonians ordinarily disdained. However, a greater irony was that the Louisiana Purchase, which opened the heart of the present United States to American settlement and is regarded as possibly Jefferson’s greatest achievement as president, had been made possible despite Jefferson’s misguided -– and racist -– collaboration with Napoleon.

“By their long and bitter struggle for independence, St. Domingue’s blacks were instrumental in allowing the United States to more than double the size of its territory,” wrote Stanford University professor John Chester Miller in his book, The Wolf by the Ears: Thomas Jefferson and Slavery. But, Miller observed, “the decisive contribution made by the black freedom fighters … went almost unnoticed by the Jeffersonian administration.”

Without L’Ouverture’s leadership, the island nation fell into a downward spiral. In 1804, Jean-Jacques Dessalines, the radical slave leader who had replaced L’Ouverture, formally declared the nation’s independence and returned it to its original Indian name, Haiti. A year later, apparently fearing a return of the French, Dessalines ordered the massacre of the remaining French whites on the island. Jefferson reacted to the bloodshed by imposing a stiff economic embargo on Haiti. In 1806, Dessalines himself was brutally assassinated, touching off a cycle of political violence that would haunt Haiti for the next two centuries.

Even in his final years, Jefferson remained obsessed with Haiti and its link to the issue of American slavery. In the 1820s, the former president proposed a scheme for taking away the children born to black slaves in the United States and shipping them to Haiti. In that way, Jefferson posited that both slavery and America’s black population could be phased out. Eventually, in Jefferson’s view, Haiti would be all black and the United States white.

V. A. TRENDS IN THE AMERICAN BLACK MOVEMENT

In connection with our African policy, it is highly important to evaluate correctly the present state of the Black movement in the Untied States and basing ourselves on all available information, to try to devise a course for its future development. Such an approach is strongly suggested by our perception of the fact that American Blacks form a single ethnic group potentially capable of causing extreme instability in our strategy toward South Africa. This may lead to critical differences between the United States and Black Africa in particular. It would also encourage the Soviet Union to step up its interference in the region. Finally, it would pose a serious threat to the delicate structure of race relations within the United States. All the above considerations give rise to concern for the future security of the United States.

Since the mid-1960s, when legislation on the human rights was passed and Martin Luther King murdered, federal and local measures to improve black welfare have been taken, as a result of which the U.S. black movement has undergone considerable changes.

The principle changes are as follows:

-- Social and economic issues have supplanted political aims as the main preoccupations of the movement, and actions formerly planned on a nationwide scale are now being organized locally.

-- Fragmentation and a lack of organizational unity within the movement.

-- Sharp social stratification of the Black population and lack of policy options which could reunite them.

-- Want of a national leader of standing comparable to Martin Luther King.

B. THE RANGE OF POLICY OPTIONS

The concern for the future security of the United States makes necessary the range of policy options. Arranged without intent imply priority they are:

(a) to enlarge programs, within the framework of the present budget, for the improvement of the social and economic welfare of American Blacks in order to ensure continuing development of present trends in the Black movement;

(b) to elaborate and bring into effect a special program designed to perpetuate division in the Black movement and neutralize the most active groups of leftist radical organizations representing different social strata of the Black community: to encourage division in Black circles;

(c) to preserve the present climate which inhibits the emergence from within the Black leadership of a person capable of exerting nationwide appeal;

(d) to work out and realize preventive operations in order to impede durable ties between U.S Black organizations and radical groups in African states;

(e) to support actions designed to sharpen social stratification in the Black community which would lead to the widening and perpetuation of the gap between successful educated Blacks and the poor, giving rise to growing antagonism between different Black groups and a weakening of the movement as a whole.

(f) to facilitate the greatest possible expansion of Black business by granting government contracts and loans with favorable terms to Black businessmen;

(g) to take every possible means through the AFL-CIO leaders to counteract the increasing influence of Black labor organizations which function in all major unions and in particular, the National Coalition of Black Trade Union and its leadership including the creation of real preference for adverse and hostile reaction among White trade unionists to demands for improvement of social and economic welfare of the Blacks;

(h) to support the nomination at federal and local levels of loyal Black public figures to elective offices, to government agencies and the Courts. This would promote the achievement of a twofold purpose: first, it would be easier to control the activity of loyal black representatives within existing institution;
second, the idea of an independent black political party now under discussion within black leadership circles would soon lose all support.

For nearly three decades, the memo has been passed around by word of mouth, the Internet, on nth-generation photocopied fliers, making the rounds among African American activists, politicians and talk-show hosts.

In "Black Africa and the U.S. Black Movement," also known as Memorandum 46, President Jimmy Carter's national security adviser outlines a sinister 1970s government strategy to undermine black leadership in the United States and sow discord with Africans abroad.

It's a fantastic story, and on June 23, we devoted an entire edition of "The Casey Lartigue Show," our weekly political talk show on an XM satellite radio channel aimed at black listeners, to debunking it and other urban legends.

Everywhere we looked, we found evidence that the document was fake: a 1980 news clipping in which the Carter administration denounced it as a forgery; a September 1980 National Security Council memo noting that the "scurrilous document" referred to nonexistent entities such as the "NSC Political Analysis Committee"; 1982 testimony by the deputy director of the CIA presenting Memorandum 46 as part of a dozen suspected forgeries by the Soviet Union; a 2002 article by Paul Lee, a consultant to the Malcolm X movie by Spike Lee, dismissing Memorandum 46 as a fraud; and the real Presidential Review Memorandum 46, a bland call for a bureaucratic review of U.S. policy toward Central American issues, which is available on the Jimmy Carter Library and Museum's Web site.

We also contacted Zbigniew Brzezinski, the liberal lion who supposedly authored the memo. Not only did he say he had nothing to do with it, but the former national security adviser pointed out that in one of the versions circulating on the Internet, "the idiot-forger could not even spell my name correctly."

But if you think that was the end of the story, you don't know the world of black talk radio. These are the airwaves in which the first president of the United States was a black man, in which AIDS was cooked up in a government laboratory to decimate the black population and in which major corporations lace their food with chemicals to make black men sterile.

Covert Vaccine Experiments

Using kids as guinea pigs in potentially harmful vaccine experiments is every parents’ worst nightmare. This actually happened in 1989-1991 when Kaiser Permanente of Southern California and the Centers for Disease Control (CDC) jointly conducted a measles vaccine experiment. Without proper parental disclosure, the Yugoslavian-made “high titre” Edmonston-Zagreb measles vaccine was tested on 1,500 poor, primarily black and Latino, inner city children in Los Angeles. Highly recommended by the World Health Organization (WHO), the high-potency experimental vaccine was previously injected into infants in Mexico, Haiti, and Africa. It was discontinued in these countries when it was discovered that the children were dying in large numbers.

Unbelievably, the measles vaccine caused long-term suppression of the children’s immune system for six months up to three years. As a result, the immunodepressed children died from other diseases in greater numbers than children who had never received the vaccine. Tragically, African girl babies in the experiment were given twice the dose of boys, and therefore suffered a higher death rate. The WHO pulled the vaccine off the market in 1992.

Ironically, the E-Z measles vaccine tested by Kaiser on minority babies was supposed to increase immunity in younger infants. Instead, the vaccine produced the opposite effect. A Los Angeles Times editorial (June 20, 1996) assured readers that “none of the 1,500 was injured by the unlicensed vaccine” and called upon the CDC to ensure that experiments like the E-Z measles vaccine could never occur again.

One wonders how many secret vaccine experiments are conducted by health authorities that never come to the attention of the public. During the two-year measles experiment I was employed by Kaiser and I never knew anything about it until I read the report in The Times five years later, in 1996.

In the poor inner cities across the country the number of asthma cases is exploding and health officials don’t know why. According to the CDC, 5000 asthma deaths occur annually; and it is estimated that 17.3 million people (4.8 are children) suffer from the disease, up from 6.7 million in 1980. Asthma usually begins before age 6, and blacks are two to three times more likely to die from asthma than whites. In the Bronx and Harlem sections of New York City, the hospitalization rate for asthma is 21 times higher than in the more affluent areas of the city.

Could the sharp rise in asthma in poor children be connected with immunosuppression caused by by a barrage of vaccines, as well as a lack of quality medical care and insurance, poor diet, and environmental factors?

Whistleblower Says CDC Knew in 2003 of Higher Autism Rate Among African-American Boys Receiving MMR Shot Earlier Than 36 Months

WATCHUNG, NJ--(Marketwired - August 18, 2014) - A top research scientist working for the Centers for Disease Control and Prevention (CDC) played a key role in helping Dr. Brian Hooker of the Focus Autism Foundation uncover data manipulation by the CDC that obscured a higher incidence of autism in African-American boys. The whistleblower came to the attention of Hooker, a PhD in biochemical engineering, after he had made a Freedom of Information Act (FOIA) request for original data on the DeStefano et al MMR (measles, mumps, rubella) and autism study.

Dr. Hooker's study, published August 8 in the peer-reviewed scientific journal Translational Neurodegeneration, shows that African-American boys receiving their first MMR vaccine before 36 months of age are 3.4 times more likely to develop autism vs. after 36 months.

According to Dr. Hooker, the CDC whistleblower informant -- who wishes to remain anonymous -- guided him to evidence that a statistically significant relationship between the age the MMR vaccine was first given and autism incidence in African-American boys was hidden by CDC researchers. After data were gathered on 2,583 children living in Atlanta, Georgia who were born between 1986 and 1993, CDC researchers excluded children that did not have a valid State of Georgia birth certificate -- reducing the sample size being studied by 41%. Hooker explains that by introducing this arbitrary criteria into the analysis, the cohort size was sharply reduced, eliminating the statistical power of the findings and negating the strong MMR-autism link in African American boys.

Dr. Hooker has worked closely with the CDC whistleblower, and he viewed highly sensitive documents related to the study via Congressional request from U.S. Representative Darrell Issa, Chairman of the House Oversight and Government Reform Committee. The CDC documents from Congress and discussions that Hooker had with the whistleblower reveal widespread manipulation of scientific data and top-down pressure on CDC scientists to support fraudulent application of government policies on vaccine safety. Based on raw data used in the 2004 DeStefano et al study obtained under FOIA, Dr. Hooker found that the link between MMR vaccination and autism in African-American boys was obscured by the introduction of irrelevant and unnecessary birth certificate criteria -- ostensibly to reduce the size of the study.

The results of the original study first appeared in the journal Pediatrics which receives financial support from vaccine makers via advertising and direct donations, according to a CBS News report. The DeStefano et al study is widely used by the CDC and other public health organizations to dismiss any link between vaccines and autism -- a neurological disorder on the rise.

Dr. Hooker stated "The CDC knew about the relationship between the age of first MMR vaccine and autism incidence in African-American boys as early as 2003, but chose to cover it up." The whistleblower confirmed this.

When asked if there could be any scientific basis for excluding children born outside of Georgia, Hooker responded, "I know of none, and none has been provided by the authors of the DeStefano study." He added, "The exclusion is reminiscent of tactics historically used to deprive African-Americans of the vote by requiring valid birth certificates."

Dr. Hooker concluded further study is needed to determine why this specific effect (3.4-fold increase when MMR is administered prior to 36 months) is seen exclusively in African-American males, and determine whether delaying the first MMR vaccination should be advised for this population. A link between the MMR vaccine and autism has been conceded in cases compensated by the National Vaccine Injury Compensation Program.

Colleagues at the station accused us of performing "counter-intelligence." Stalwart callers cried that the station was being "infiltrated." Harsh words with a station manager were exchanged. And we found ourselves booted out of the talk-radio business.

Americans love conspiracy theories. We question official accounts about the assassinations of the Rev. Martin Luther King Jr., Malcolm X, Abraham Lincoln and John F. Kennedy, as well as the (alleged) deaths of Elvis Presley, Howard Hughes, Tupac Shakur and Kenneth L. Lay. Some people have doubted whether Neil Armstrong really walked on the moon. But conspiracy theories take on a life of their own in the black community.

Often, just one word can silence those who doubt the conspiracy theory of the day: COINTELPRO, the FBI's notorious anticommunist program that was used against groups such as the Southern Christian Leadership Council and the Ku Klux Klan. From the Scottsboro Boys to the Tuskegee syphilis study, our government has displayed a willingness to conspire against its citizens.

Likewise, truth-squadding becomes difficult when such theories are linked to hard data: Black Americans constitute about 12 percent of the U.S. population but about half of the nation's AIDS cases. That sets up the conditions in which, according to researchers Sheryl Thorburn Bird and Laura M. Bogart, more than 20 percent of black Americans think that HIV was created to restrict the black population.

A 1990 survey by the Southern Christian Leadership Conference found that one-third of black American churchgoers believed that AIDS was a form of genocide. One-third also believed that HIV was produced in a germ-warfare lab, and 40 percent of black college students in Washington, D.C., agreed. An even higher percentage of blacks polled said they thought that crack cocaine was custom-made to be planted in African American communities to keep them crime-ridden and poor and that the government deliberately targeted black elected officials to drive them from office.

There is now no doubt that Dr. Gallo officiated the development of these AIDS complex viruses. His group at Bionetics combined leukemia, lymphoma, and sarcoma viruses from various species of animals nearly 15 years before he was credited by the Department of Health and Human Services for having discovered the cause of AIDS, a similar retrovirus.

[Reporter] Horowitz is one of the many top-dog researchers who is in Vancouver for the International Conference on AIDS. He is Harvard-educated. He has a doctorate in Dental Medicine from Tufts University in Massachusetts. He's an international authority in Public Health education. And he's also a prolific author. When Dr. Horowitz first heard the theory that the AIDS virus and other killer germs were deliberately cultured as biological weapons and deliberately targeted at unsuspecting victims, he thought the mere idea mad, some wild conspiracy perhaps, or at least good grist for a sci/fi novel. Somewhere along the way he's changed his mind. He's presenting his investigations at the AIDS conference in Vancouver on Wednesday. And Dr. Horowitz joins us in our studio. When did you go from thinking this was a mad idea to a possibility?

[Dr. Leonard George Horowitz] It took me about eight months having a document sit on my desk, which was a 1970 appropriations request for $10 million dollars for the development of AIDS-like viruses. And it sat on my desk and I realized I read it, it said "The National Academy of Sciences, National Research Council, and [inaudible] the Department of Defense, that they could develop synthetic biological agents for germ warfare in 1970, over five years, for the cost of $10 million. And that led me to investigate whether that document was accurate, whether it was real. And then I began to investigate what happened to the money. And that's what ended up in me looking, finding the origin of AIDS and Ebola.

[Reporter] What do you believe about the origin of AIDS?

[Dr. Leonard George Horowitz] What I know, and what I'm presenting on Wednesday, is that that it's a man-made virus. There's no question in my mind these viruses are man-made biological weapons, if you will, or they were developed for cancer research models by National Cancer Institute researchers, people under National Cancer Institute contract, who also were contractors for the Department of Defense.

So I know that they were man-made. The question that I leave the readers of my book, "Emerging Viruses," and what I'm going to be sharing the information on Wednesday, is that I leave it to you to figure out whether it was an accident whether these viruses got out accidentally, or whether they were intentionally deployed as some people would have us believe, or some of the evidence shows.

Gallo's group at the NCI and Litton Bionetics also experimented with other simian and human cancer viruses. (e.g., SV40), [10, 11] and developed recombinants (i.e., mutants) of these with other viral nucleic acids including those that caused the prominent features of AIDS-WBC dysfunction, leukemias, lymphomas, sarcomas, progressive wasting, and ultimate death in rats, mice, chickens, and humans. [10, 12-14] All this in the likely presence of other easily mutated retrovirus contaminants.
In 1971, Gallo and co-workers reported that a simian foamy virus (SFV) -- a common contaminant of monkey kidney cells used to make vaccines -- was the "only one" of 27 then known retroviruses, containing reverse transcriptase, that could not cause cancer in humans. [10] For this reason, little attempt to remove them from cancer virus cell cultures and viral vaccines was made.
Finally, these and other NCI investigators injected such mutant viruses into human WBC and fetal tissue cultures to enable them to infect humans and even transmit these same diseases. [15, 16]


[Dr. Leonard George Horowitz] I managed to catch up to Dr. Gallo at the 11th International Conference on AIDS in Vancouver in 1997. I asked him if he was concerned that some of his experiments might have given rise to the AIDS virus, or AIDS virus relatives that might have contaminated monkeys and chimpanzees shipped by Litton to the Merck's vaccine division in New York for the production of the earliest Hepatitis B vaccines. Here is the exchange Dr. Gallo eventually apologized to me for. He was obviously aggravated.

[Dr. Leonard George Horowitz] Do you have any concern that your early experiments in taking Simian virus 40 in the presence of Simian foamy retroviruses, and recombining them with cat leukemia and chicken leukemia sarcoma viruses, might have given rise to HIV or its relatives following their culture in human tissues, and that these mutants could have contaminated some live viral vaccines produced in contaminated monkeys and chimps supplied to vaccine manufacturers through your affiliates at Litton Bionetics?

[Dr. Robert Gallo] Yes, we did. Everything was created by us working in a laboratory. Look, just for those with some little bit of understanding of this, who care about this kind of idea. I've never, I mean I've heard a lot of things said, but never had anything quite like that one.

There were people who thought and made postulations that -- it was not actually directed at me; this is a good one; a new one -- that HIV could have been created in laboratory experiments. There are two answers to that that are definitive, conclusive, that no scientist could have deliberately created them UNLESS he was a super genius and ten years ahead of his time. The AIDS virus definitively existed long before molecular cloning. That's point 1. Point 2: we know the full sequence of the genome of HIV was published by our lab in 1985, and by a group from Paris around the same time.

[Dr. Leonard George Horowitz] These documents, including the U.S. government contracts, best explain how AIDS emerged on two far removed continents in Black Africans and gay New Yorkers by 1978. These were precisely the populations that received the first hepatitis B vaccines produced in Litton's chimpanzees just four years earlier. By the way, the man sitting to Dr. Robert Gallo's right is Dr. Jonathan Mann. At the time, Dr. Mann was the AIDS Czar for the World Health Organization. Not long after Dr. Mann witnessed my exchange with Gallo, he quit his most esteemed position saying, "Far more than a medical problem, AIDS is a socio-political imposition."

These beliefs keep some black Americans from having their children vaccinated, from receiving AIDS tests and early medical treatment, and from practicing safe sex or using clean needles, as Patricia A. Turner and Gary Alan Fine note in their book, "Whispers on the Color Line." They also make seeking the truth an uphill battle.

In "A Culture of Conspiracy," the Syracuse University political scientist Michael Barkun writes that "a conspiracist worldview implies a universe governed by design rather than by randomness." He notes that three principles are found in virtually every conspiracy theory: "Nothing happens by accident." "Nothing is as it seems." "Everything is connected."

We quickly learned there is a fourth factor: If you question a conspiracy, you might be a part of it.

"Information is power." That was an early mantra of the black-owned, Lanham-based conglomerate Radio One, which runs XM's Channel 169, "The Power." Over the past two decades, Radio One has been a resource for black people who may not have the financial means or wherewithal to highlight an injustice. Recently, hosts on the station have taken up the cause of a young black girl sentenced to jail time for pushing a hall monitor (the charges were dropped) and the case of a black 17-year-old boy in Georgia sentenced to 10 years in prison for having consensual sex with a 15-year-old girl.

We were eager to reach that audience, and on April 21, 2007, we launched the show.

CANADIAN MILITARY INTELLIGENCE VIEWS TROTSKY

We can approach the Trotsky release case from another angle: Canadian intelligence. Lieutenant Colonel John Bayne MacLean, a prominent Canadian publisher and businessman, founder and president of MacLean Publishing Company, Toronto, operated numerous Canadian trade journals, including the Financial Post. MacLean also had a long-time association with Canadian Army Intelligence.18

In 1918 Colonel MacLean wrote for his own MacLean's magazine an article entitled "Why Did We Let Trotsky Go? How Canada Lost an Opportunity to Shorten the War."19 The article contained detailed and unusual information about Leon Trotsky, although the last half of the piece wanders off into space remarking about barely related matters. We have two clues to the authenticity of the information. First, Colonel MacLean was a man of integrity with excellent connections in Canadian government intelligence. Second, government records since released by Canada, Great Britain, and the United States confirm MacLean's statement to a significant degree. Some MacLean statements remain to be confirmed, but information available in the early 1970s is not necessarily inconsistent with Colonel MacLean's article.

MacLean's opening argument is that "some Canadian politicians or officials were chiefly responsible for the prolongation of the war [World War I], for the great loss of life, the wounds and sufferings of the winter of 1917 and the great drives of 1918."

Further, states MacLean, these persons were (in 1919) doing everything possible to prevent Parliament and the Canadian people from getting the related facts. Official reports, including those of Sir Douglas Haig, demonstrate that but for the Russian break in 1917 the war would have been over a year earlier, and that "the man chiefly responsible for the defection of Russia was Trotsky ...acting under German instructions."

Who was Trotsky? According to MacLean, Trotsky was not Russian, but German. Odd as this assertion may appear it does coincide with other scraps of intelligence information: to wit, that Trotsky spoke better German than Russian, and that he was the Russian executive of the German "Black Bond." According to MacLean, Trotsky in August 1914 had been "ostentatiously" expelled from Berlin;20 he finally arrived in the United States where he organized Russian revolutionaries, as well as revolutionaries in Western Canada, who "were largely Germans and Austrians traveling as Russians." MacLean continues:

Originally the British found through Russian associates that Kerensky,21 Lenin and some lesser leaders were practically in German pay as early as 1915 and they uncovered in 1916 the connections with Trotsky then living in New York. From that time he was closely watched by ... the Bomb Squad. In the early part of 1916 a German official sailed for New York. British Intelligence officials accompanied him. He was held up at Halifax; but on their instruction he was passed on with profuse apologies for the necessary delay. After much manoeuvering he arrived in a dirty little newspaper office in the slums and there found Trotsky, to whom he bore important instructions. From June 1916, until they passed him on [to] the British, the N.Y. Bomb Squad never lost touch with Trotsky. They discovered that his real name was Braunstein and that he was a German, not a Russian.22


Such German activity in neutral countries is confirmed in a State Department report (316-9-764-9) describing organization of Russian refugees for revolutionary purposes.

Continuing, MacLean states that Trotsky and four associates sailed on the "S.S. Christiania" (sic), and on April 3 reported to "Captain Making" (sic) and were taken off the ship at Halifax under the direction of Lieutenant Jones. (Actually a party of nine, including six men, were taken off the S.S. Kristianiafjord. The name of the naval control officer at Halifax was Captain O. M. Makins, R.N. The name of the officer who removed the Trotsky party from the ship is not in the Canadian government documents; Trotsky said it was "Machen.") Again, according to MacLean, Trotsky's money came "from German sources in New York." Also:

generally the explanation given is that the release was done at the request of Kerensky but months before this British officers and one Canadian serving in Russia, who could speak the Russian language, reported to London and Washington that Kerensky was in German service.23


Trotsky was released "at the request of the British Embassy at Washington ... [which] acted on the request of the U.S. State Department, who were acting for someone else." Canadian officials "were instructed to inform the press that Trotsky was an American citizen traveling on an American passport; that his release was specially demanded by the Washington State Department." Moreover, writes MacLean, in Ottawa "Trotsky had, and continues to have, strong underground influence. There his power was so great that orders were issued that he must be given every consideration."

The theme of MacLean's reporting is, quite evidently, that Trotsky had intimate relations with, and probably worked for, the German General Staff. While such relations have been established regarding Lenin — to the extent that Lenin was subsidized and his return to Russia facilitated by the Germans — it appears certain that Trotsky was similarly aided. The $10,000 Trotsky fund in New York was from German sources, and a recently declassified document in the U.S. State Department files reads as follows:

March 9, 1918 to: American Consul, Vladivostok from Polk, Acting Secretary of State, Washington D.C.

For your confidential information and prompt attention: Following is substance of message of January twelfth from Von Schanz of German Imperial Bank to Trotsky, quote Consent imperial bank to appropriation from credit general staff of five million roubles for sending assistant chief naval commissioner Kudrisheff to Far East.


This message suggests some liaison between Trotsky and the Germans in January 1918, a time when Trotsky was proposing an alliance with the West. The State Department does not give the provenance of the telegram, only that it originated with the War College Staff. The State Department did treat the message as authentic and acted on the basis of assumed authenticity. It is consistent with the general theme of Colonel MacLean's article.

Our theme song was Prince's "Controversy," and that's exactly what we often created. The economist Walter E. Williams, who has been a guest host on "The Rush Limbaugh Show," irritated some of our listeners by denouncing reparations for slavery and dismissing the need for a minimum wage. On the 82nd anniversary of Malcolm X's birthday, we dared to ask, "What did Malcolm X do?" Judging from the response from callers, you would have thought we had confessed to assassinating the Nation of Islam leader.

We did get occasional warnings from others at the station, but we dismissed them as office scuttlebutt. We received plenty of feedback from listeners who found our program refreshing. This was the provocative Wild West world of XM Radio, where shock jocks such as Opie and Anthony typically roam unchecked. No reason to be concerned, right?

It may be that Memorandum 46 is just too good to be false. It could be the "smoking memo" that activists have been seeking to prove that the U.S. government is still plotting against black Americans. At the very least, it's a ready-made excuse for every disappointment or ill plaguing the black community.

The prominent psychiatrist Frances Cress Welsing has suggested that blacks should hang a framed copy of the document in their homes. Joe Madison, XM's lead talk show host and a longtime activist, spread the idea that Memorandum 46 was genuine as well. After a show in May that explored the topic, he noted that he'd received 600 e-mails asking for copies of the document.

On June 2, we shared our exchange with Brzezinski about the memo on the air. A few days later, Lartigue was in the studio recording a promotional teaser for a second show that would explore the topic in more detail. The production director was incredulous: "Are you telling me it's fake?"

We sent the production director some links to the Carter library Web site, which were passed along to Madison. Over the next several days, Madison took to the airwaves to blast those who questioned the veracity of Memorandum 46. Morgan called in to Madison's show to ask him for proof. We heard the response on the air: We were engaging in counter-intelligence, he said.

Armed with our research, we returned to the issue on Saturday, June 23. We tried to dispel other urban legends, such as claims that the first U.S. president was black and that fashion designers Liz Claiborne and Tommy Hilfiger didn't want black customers. In the final hour, we made our case that the anti-black Memorandum 46 never existed.

The following Monday, the station's programming director berated Lartigue in a phone call, threatening to suspend the show or pull it off the air. We agreed that we wouldn't "attack" other hosts again, if that was to be the station's policy. The programming director made it clear that he suspected that every source we cited was part of the cover-up. The tense discussion grew into a heated argument, and the programming director yanked the show off the air.

So ended our careers in talk radio. Looking back, we take our cue from Malcolm X, who said he wasn't afraid to just "tell the truth." We weren't afraid to tell the truth or to challenge sacred urban legends. Now that we have been dismissed, the station has resumed its regularly scheduled programming.

A split in the ranks

What’s more, this split in the libertarian ranks isn’t something that’s merely fodder for Facebook flame wars and comments section hissy fits, but is seen more broadly in the larger movement. There are, for example, many national-level politicians who are widely seen as being very sympathetic to libertarianism, such as Kentucky Sen. Rand Paul, that have been pretty critical of events in Ferguson and of the way in which the justice system generally comes down like a ton of bricks on people of color. So, too, have libertarian pundits like John Stossel and Glenn Reynolds, both of whom have long questioned America’s love affair with zealous cops and increasingly militarized police forces.

Yet, there are also libertarians who nonetheless come down squarely on the side of the cops in ways that don’t just seem racist, but are racist. Take, for instance, the words of the actual Libertarian Party Vice Presidential candidate in 2008, Tea Party activist and and current Fox News commentator Wayne Allyn Root. He commented: “It’s like we’re reliving the 1960s with Barack Obama. He didn’t come in to help us end the specter of racism, he brought it back, folks.”

The police in Ferguson, continued Root, were afraid of a black president indicting them for racism and so allowed rioting to occur.

Root isn’t a senator, of course, so it is wrong to use him to demonstrate that the clearly racist portion of the libertarian movement is as powerful as the Reason/Rand Paul side, but his words and the voices from Reason’s comments section nonetheless highlight something that has long gone unremarked upon by many in libertarian circles: many in their movement do not actually support small government, but, rather, support libertarianism because it is a way to oppose advancement for minorities like blacks without instantly being labelled a racist.

This has been so since the dawn of the modern American libertarian movement and it should come as no real surprise that the first overtly sympathetic libertarian presidential candidate for the 1964 election — Arizona’s Barry Goldwater — attracted a great deal of following in the Deep South precisely due to his opposition to federal enforcement of civil rights legislation, especially public accommodation sections. No one, Goldwater honestly felt, should be forced by the government to serve those they did [not] want to serve or sell or buy from someone they did not want to sell or buy from. As it happened, the Southern segregationists felt exactly the same way once Washington went against them.

As a result, an alliance — still in operation today — was born between small-government libertarians and conservatives and white racists who wanted to keep blacks and all other non-whites in what they assert is their proper, inferior place. Known as the Southern strategy, the segregationist political doors unlocked by Goldwater led, in turn, to their further opening by Nixon and Reagan — who famously opened his 1980 presidential campaign with a speech on states’ rights at the Neshoba County Fair in Deep South Mississippi near where three civil rights workers had been slain by the Klan for trying to register black people to vote.

The document is an obvious forgery, but professionally done, and obviously designed to discredit the President, his African policy, and Dr. Brzezinski personally.

Items:

The real PRM-46 dealt with an entirely different topic, and an entirely different geographic region.

There are no such entities as the "NSC Interdepartmental Group for Africa," nor the "NSC Political Analysis Committee," -- as referred to in the first page of the forged document.

A thorough computer and physical check of the files reveals no PRM nor any other NSC document of any kind concerning "The US Black Movement."

The substance of the 13-page document is often blatantly racist in tone, and obviously completely inconsistent with the tone and substance of the domestic and foreign policy of the Carter Administration.

This scurrilous document was surfaced in a calculated and orchestrated manner on Tuesday, September 16, to a number of media people in the New York area. It came into our possession last night and it was quickly determined to be a complete forgery.

The case will be turned over to the FBI for investigation.

WASHINGTON, DC -- July 7, 2005 -- Former intelligence officer speaks out on coming U.S. martial law:

I am a retired Army intelligence type. In the 1960s I participated as a Countintelligence Officer in two programs designed to allow the Army, and the Navy and Air Force to surveill the American public, in coordination with the FBI and CIA, as well as other Federal, State and local agencies. This went on from about 1964 to some time in the 1970s. A major portion of our surveillances included the black community, which was under designation by [J. Edgar] Hoover as communist, officially. The Justice Department Official who signed the request to Department of Defense to help the FBI: Ramsey Clark! We were looking at anyone who opposed the Vietnam War, and most anything else that could be wrapped under that bag.

The programs were: COINTELPRO and Garden Plot. They were designed for two reasons: (1) get extra counterintelligence and spying resources on the ground to complement the FBI and do routine CIA work investigating people under the pretext of pre-clearance screening and investigation; (2) Hoover did not want to let his sweethearts get their fingers dirty in Counterintelligence work, which he deeply hated, just as he ignored the mob and drugs. And, yes, the services intelligence operations did black bag jobs, as far back as the 1950s in the name of chasing Commies.

Garden Plot was fundamentally the Government would install a military government, imposed on state and local public safety resources, with of course the addition of very active counterintelligence presence from the services -- martial law. The Pentagon opened a complete warroom to which field agents routinely reported by telephone. Resources from various agencies tapped phones and listened to radios of people they thought suspicious, just suspicious. In 1965 at the CI school at Fort Holabird, I was warned that reading the New York Times, as I did occasionally; would bring me under suspicion for character and loyalty defects.

COINTELPRO was a program run out of the Justice Department, far as I can tell, designed to do "black bag" and "black propaganda" jobs, like the one did on Martin Luther King. Again, it used Army and other services resources.

There is much more to tell. This was the reason the Church Committee in the 1970s restricted the activities and authorities of the major intel agencies and services -- which was a real service to the country -- much wailed about by all those to who like the "black stuff" and considered the violation of the civil liberties of anyone just another days work.

So, this is not a fairy tale. The goblin is back garbed in khaki and just as determined as ever to practice on you and I as they are soon to run out of countries to invade and torture, even it if is because we can no longer afford our military abroad.

So, what will you do when they snoop and poke into your lives; set you up with local Gestapos; and simply harass you endlessly - to the loss of your job, reputation, etc.?

And, just as now, everyone will (1) not believe and (2) be too scared to raise the questions. What will you do? Which side are you on?

The Director is correct. We were completely wrong about believing the evidence was not sufficient to determine some years ago that Fidel Castro was not a communist or under communist influence. On investigating and writing about communism and the American Negro, we had better remember this and profit by the lesson it should teach us.

I do think that much of the difficulty relating to the memorandum rightly questioned by the Director is to be found centered in the word ""influence."" We do not have, and no Government agency or private organization has, any yardstick which can accurately measure ""influence"" in this particular context, even when we know it does exist such as in the case of the obvious influence of [DELETE] over Martin Luther King and King's influence over other Negro leaders. Personally, I believe in the light of King's powerful demagogic speech yesterday he stands head and shoulders over all other Negro leaders put together when it comes to influencing great masses of Negroes. We must mark him now, if we have not done so before, as the most dangerous Negro of the future in this Nation from the standpoint of communism, the Negro and national security.

On determining membership of Negroes in the Communist Party, we are not confronted with the same problem. We do have here accurate yardsticks for establishing membership. Of course, our standards are very exacting. This means there are many Negroes who are fellow-travellers, sympathizers or who aid the Party, knowingly or unknowingly, but do not qualify as members. These we must not ignore. The old communist principle still holds: "Communism must be built with non-communist hands." Therefore, it may be unrealistic to limit ourselves as we have been doing to legalistic proof or definitely conclusive evidence [DELETE]]

This memorandum recommends increased coverage of communist influence on the Negro. The history of the Communist Party, USA (CPUSA), is replete with its attempts to exploit, influence and recruit the Negro. The March on Washington, 3-28-63, was a striking example of such communist activity as Party leaders early put into motion efforts to accrue gains for the CPUSA from the March. Well-documented information concerning the Party's influence on a principal March leader, Reverend Martin Luther King Jr., is but an example. The presence at the March of around 200 Party members, ranging from several national functionaries headed by CPUSA General Secretary Gus Hall, to many rank-and-file members, is clear indication of the Party's favorite target ( the Negro) today.
All indications are that the March was not the "end of the line" and that the Party will step up its efforts to exploit racial unrest and in every possible way claim credit for itself relating to any "gains" achieved by the Negro. A clear-cut indication of the Party's designs is revealed in its plans to hold a highly secretive leadership meeting in November, 1963, which will deal primarily with the Negro situation. This meeting is to be preceded by a Gus Hall "barnstorming" trip through key areas of the country to meet Party people and thus better prepare himself for the November meeting.

The entire field is being alerted to this situation in a proposed SAC letter (attached). The field is being instructed to intensify our coverage of communist influence on the Negro by giving fullest consideration to the use of all possible investigative techniques. In addition, the field is being told to intensify its coverage of those communist fronts through which the Party channels its influence and to intensify its investigations of the many Party members and dupes who engage in activities on behalf on the Party in the Negro field. Further, we are stressing the urgent need for imaginative and aggressive tactics to be utilized through our Counter-intelligence Program -- these are designed to attempt to neutralize or disrupt the Party's activities in the Negro field. Necessity for prompt handling of all facets of this matter to insure timely dissemination to the Department and other interested agencies is also being emphasized."]

Reference is made to the enclosed memorandum dated 9/16/63 and to the attached proposed SAC Letter.

On returning from a few days leave I have been advised of the Director's continued dissatisfaction with the manner in which we prepared a Brief on the above-captioned matter and subsequent memoranda on the same subject matter. This situation is very disturbing to those of us in the Domestic Intelligence Division responsible for this area of work, and we certainly want to do everything possible to correct our shortcomings. We absolutely will not be stubborn about admitting any mistakes we have made or be stiff-necked and unbending concerning our analysis of this matter. The Director indicated he would not approve our last SAC Letter until there was a clarification and a meeting of minds relative to the question of the extent of communist influence over Negroes and their leaders. In this memorandum I will seriously and sincerely try to clarify a most regrettable situation. It is prepared not on official office memorandum but rather on plain bond believing this discussion need not be made a matter of official record.

Common Agreement:

First, I am sure we are all in agreement on the following which was in both the cover memorandum and the detailed brief attached: (1) for the past 44 years the Communist Party, USA, has spent enormous sums of money and ceaseless efforts to influence Negroes and to make communists out of them; (2) the 19 million Negroes in the country today constitute the greatest single racial target of the Communist Party, USA; (3) Negro leader Martin Luther King, [DELETE] does have as an extremely important advisor [DELETE]; (4) we are right now in this nation engaged in a form of social revolution and the tie has never been so right for exploitation of the Negroes by communist propagandists; and (5) the Communist Party could in the future make prodigious strides and great successes with the American Negro to the serious detriment of our national security. In addition to the above, the material furnished contained many pages of specific examples of communist policies, programs, and activities.]

showing communist involvement in Negro racial matters in this nation, relative to which we can all agree.

Essence of the Situation:

The essence of the situation seems to be this: We presented what facts there are in our files in the Brief in question and I know that the Director certainly would not want us to do other than this. The position taken at the time the Brief was written was that, while there is communist influence being exerted on Negroes and Negro leaders, it has not reached the point of control or domination. This historically has been the position of the Bureau in this matter in light of file reviews going back ten to twenty years. [Handwritten note: "Certainly this is not true with respect to the [DELETE] King] correct.]

The Historical Position:

For example, in a detailed document prepared on Communist Party and the Negro in 1953, we find the statement referring to "the failure of the Communist Party to attract even a significant number of Negroes in the United States to its number." Another example is to be found in an analysis in this same field prepared by the Bureau in 1956 to the effect that communist efforts have been "unsuccessful on a state or national level" in infiltrating "legitimate Negro-fraternal, protest and improvement organizations," although they made limited success in some "isolated chapters." The Director's book, Masters of Deceit, published in 1958, states: "It became obvious that the Party, despite great efforts, had failed to win over even a significant minority of Negroes." In 1960 the Director's statement to The Committee on the Judiciary, United States Senate, reads: "It is no secret that one of the bitterest disappointments of communistic efforts in this Nation has been their failure to lure our Negro citizens into the Party." In 1962 similar public statements were made. On page seven of the Brief submitted to the Director under the date of August 23, 1963, this historical position was restated and it was said, "One of the bitterest disappointments of the communists has been their single failure to lure any significant number of our Negro citizens into the Party." This statement was set forth in the cover memorandum which the Director marked.

The point I wish to make here is this: The fact that this has been our historical position in the Bureau for many years is no reason to assume that it is the correct position at this time, as the Director has clearly explained. Times and conditions change and, as the evidence mounts, naturally we need to change our position along with this evidence.]

Mr. Tolson:

The attached analysis of Communism and the Negro Movement is highly explosive. It can be regarded as a personal attack on Martin Luther King. There is no doubt that it will have a heavy impact on the Attorney General and anyone else to whom we disseminate it. It is labeled TOP SECRET. However, even such a classification seems to be no bar today to a leak, and should this leak out it will add fuel to a matter which may already be in the cards as a political issue during the forthcoming Presidential campaign.

The memorandum makes good reading and is based on information from reliable sources. We may well be charged, however with expressing opinions and conclusions, particularly with reference to some of the statements about King.

This memorandum may startle the Attorney General, particularly in view of his past association with King, and the fact that we are disseminating this outside the Department. He may resent this. Nevertheless, the memorandum is a powerful warning against Communist influence in the Negro movement, and we will be carrying out our responsibility by disseminating it to the people indicated in the attached memorandum.

December 24, 1963

In view of the influence the Communist Party, USA (CPUSA), is exerting on the racial situation, particularly through Martin Luther King, head of the Southern Christian Leadership Conference (SCLC), the Director approved a conference be held between representatives of our Atlanta Office and Seat of Government personnel.

Recognizing the delicacy of this entire situation because of the prominence of King, the primary purpose of the conference was to explore how best to carry on our investigation to produce the desired results without embarrassment to the bureau. Included in our discussion was a complete analysis of the avenue of approach aimed at neutralizing King as an effective Negro leader and developing evidence concerning King's continued dependence on communists for guidance and direction.

The conference was held at the Seat of Government on 12-23-63. It was attended by Security Supervisor [DELETE] and SA [DELETE] from our Atlanta Office. The Seat of Government representatives were Assistant Director W.C. Sullivan, Inspector Joseph A. Sizoo, Section Chief F.J. Baumgardner, and Supervisors [DELETE] and [DELETE]. The conference lasted from 9 a.m. to 6 p.m.

Assistant Director Sullivan briefed the conference on the task at hand. He pointed out the necessity for good judgment and discreetness in conducting any investigation concerning this matter. He made it clear it was necessary for us to continue obtaining evidence of the CPUSA's influence on King and, through King, influence on the Negro people. Mr. Sullivan also stressed the fact that, although King is a minister, we have already developed information concerning weaknesses in his character which are of such a nature as to make him unfit to serve as a minister of the gospel.

Mr. Sullivan pointed out that the field should continue to gather information concerning King [DELETE]

Memorandum 1/23/64 from Mr. F.J. Baumgardner to myself advised of authority given to the Milwaukee Office for a microphone surveillance [illegible] to cover the activities of Martin Luther King, Jr., and his associates while in Milwaukee, Wisconsin, where he is scheduled to appear for a talk tonight (1/27/64), [DELETE]
SAC Baker of the Milwaukee Office phone me this morning to advise that King had arrived in Milwaukee and checked into the [illegible] Hotel as scheduled and that the [illegible] activated at 10:30 a.m. today. Symbol numbers assigned are [DELETE] and [DELETE]

Baker also advised that the local police have taken a room close to the suite of rooms engaged by King so that protection might be afforded King. In view of this, it was the conjecture of [illegible] that the likelihood of King's going ahead with any [DELETE] plans is greatly minimized. I agree with this observation.
Milwaukee is to keep the Bureau promptly advised of all developments and upon receipt of additional information you will be further informed.

December 7, 1964

Bill Moyers, Special Assistant to the President called me on Friday, 12/4/64, to indicate that he and the President had read the Director's letter in connection with possible dissemination of captioned monograph. He stated it was both his and the President's opinion that the FBI should disseminate this monograph if it was felt that dissemination would be in the best interest of internal security.

I told Moyers that under the circumstances he appeared to be telling me that we should go ahead and disseminate. He answered in the affirmative.

[DELETE] in order that we may consider using this information at an opportune time in a counterintelligence move to discredit him.
During the discussion which followed, the men from the field outlined in detail the operation of the SCLC in Atlanta and the manner in which it is managed by King.

Our discreet approach to this case has been necessitated by King's prominence and the delicate situation which surrounds the entire racial movement. A wrong move could well result in extreme embarrassment to the Bureau. As a result of the conference, it was decided we need to develop additional information in the following areas:

(1) We must determine and check out all of the employees of the SCLC.
(2) We must locate and monitor the funds of the SCLC.
(3) We must identify and check out the sources who contribute to the SCLC.
(4) We must continue to keep close watch on King's personal activities.
(5) We will, at the proper time when it can be done without embarrassment to the Bureau, expose King as an immoral opportunist who is not a sincere person but is exploiting the racial situation for personal gain.
(6) We will explore the possibility of utilizing additional specialized investigative techniques at the SCLC office.
Our technical coverage on King and the SCLC is producing excellent information. It was decided that, in view of this fact and since we could not engage in active investigation at this time without embarrassment to the Bureau, we would hold in abeyance open investigation as outlined above for another 90 days. During this time, we will utilize the information obtained from our technical coverage and conduct whatever investigation can be made discreetly.]

This conference proved to be most beneficial, and the men from the field expressed their appreciation for the opportunity of being brought in the Seat of Government for the purpose of exploring this entire matter. They were both enthusiastic about the case and stated the conference was of assistance in setting the future course of the investigation.

ACTION:

We will continue to give this case priority attention both at the Seat of Government and in the field and will expose King for the clerical fraud and Marxist he is at the first opportunity. At the end of the 90-day period, or sooner if conditions permit, we will make a further recommendation as to whether we are in a position at that time to take further action against King and the SCLS without embarrassment to the Bureau.]
