Foreign Minister Abbas Araghchi has outlined the structure of a potential memorandum of understanding between Iran and the United States, while highlighting that diplomacy is intended to consolidate the gains achieved by the Islamic Republic on the battlefield.

In a televised interview on Friday, the top diplomat identified the Islamic Republic as the sole party to come out victorious in the face of the latest bout of unprovoked American-Israeli aggression against the country, saying the outcome reflected a "major strategic achievement."

"Iran has been the winner of this war, and the people of Iran are the true winners of this arena," he stated.

'Any understanding meant to seal battlefield victory'

Araghchi reminded that the victory came about, although, both the aggressors were equipped with advanced weapons, including nuclear capabilities, but were prevented by Iran from achieving their objectives.

"Naturally, after such a victory, it is necessary to consolidate it through an agreement or understanding."

Diplomatic efforts aimed at reinforcing the triumph, he added, were now in their final stages and were based on a 14-point memorandum of understanding that has been discussed in the media. He stressed that the document was still subject to change until final approval and that its details would be announced after completion.

Araghchi described the 14 provisions as interconnected, saying they formed a single package.

Two-phase negotiation framework

The foreign minister explained that multiple drafts of the memorandum had been reviewed within Iran’s decision-making institutions, including the Supreme National Security Council (SNSC).

According to the official, the process is divided into two stages, namely realization of an initial memorandum of understanding between Iran and the United States, and a second phase that is expected to feature negotiations leading to a potential final agreement.

He added that Iran’s frozen assets would be released upon signing of the memorandum of understanding, adding that the signing process might take place in a digital format in a day or two.

The second phase is expected to last around 60 days, Araghchi noted.

Nuclear issue, sanctions postponed to second phase

The foreign minister stated that sensitive topics, including the nuclear issue featuring uranium enrichment and highly-enriched uranium, have been postponed to the second stage.

He also stated that Iran’s position on the highly-enriched materials is that it should exclusively be diluted inside the Islamic Republic as the only viable option.

In the second phase, negotiations would also focus on removal of the US's illegal sanctions, the official added.

Lebanon, regional ceasefire framework

Araghchi noted that Lebanon has never been excluded from Iran’s strategic considerations. "We never forgot Lebanon in this war."

The official cited Iran's proactive manner of responding to the Israeli regime's violations of its ceasefire with Lebanon as "another strategic achievement."

The Iranian response, he added, showed that "it (Iran) is not joking, and that, if necessary, it is not only unafraid of war, but will also employ it wherever it is needed."

According to the official, a definitive conclusion of the war must feature the Israeli regime's withdrawal from the areas it has occupied in Lebanon.

Under the proposed framework, hostilities would end across all fronts, including Lebanon, and neither side would initiate war or use force, Araghchi went on.

Any potential agreement, therefore, features mutual respect for sovereignty, the foreign minister said, adding that such an agreement would, accordingly, bear witness to the first instance, where the United States would explicitly recognize and document respect for Iran’s sovereignty.

Removal of US blockade, reconstruction plan

The foreign minister said the first clause of the proposed agreement concerns the lifting of the illegal naval blockade imposed by the United States against the Islamic Republic.

The foreign minister said the potential agreement would additionally include an economic reconstruction plan to address war-related damages.

He said the plan would be discussed in detail after finalization, adding that it includes provisions related to compensation for damages, and would be designed to channel significant financial resources into Iran’s economy.

Timeline, extension, fallback mechanism

Araghchi said the second phase of negotiations is expected to last 60 days, but might be extended if both sides were satisfied with progress.

However, if sufficient progress was not achieved, the process would not lead to a final agreement.

In that case, he said, the situation would return to its previous state before the memorandum.

'Iran wary of adversaries' non-commitment'

The official reminded the successive previous instances of the adversaries' non-commitment to former arrangements.

"We are not dealing with parties that are fully committed to their obligations. They take advantage of every opportunity to break their promises," he said.

Araghchi said Iran and Oman were in the process of finalizing a joint legal and operational framework for managing transit through the strategic Strait of Hormuz.

The mechanism is expected to be announced within 60 days, he noted, adding that Iran’s armed forces would continue to ensure security in the waterway.

Araghchi pointed to the American aggression that has been targeting the chokepoint, saying threats only delay negotiations and must stop. Iran has never yielded under pressure and remains fully prepared to respond to any aggression, he stated.

Diplomacy-battlefield correlation

The foreign minister, meanwhile, reminded that the Islamic Republic's diplomatic apparatus and armed forces worked in tandem to secure the nation's interests.

"There is no duality between them… They must be one and the same. These two move in the same direction, towards the same goal."

The official identified the lively public demonstrations that had taken place nationwide throughout the country's retaliatory operations in the face of the unprovoked aggression as well as the national media's informative campaigns in the face of the aggressors, as the other two dimensions of the nation's defensive strategy.

JD Vance slammed the US media for amplifying the claims made by the Mehr News Agency. Iranian Foreign Minister Seyed Abbas Araghchi also reacted, but he urged media outlets to wait until the Islamic Republic makes the deal public. Rifat Jawaid sums up the day's extraordinary developments.

developments as Iran's semi-official state affiliated Meah news agency reported what it claimed were the key
points agreed between Iran and the US for a peace deal. According to the Mayan news agency both Iran and the US had
agreed on the 14point draft memorandum of understanding. It published the 14 points as follows. Number one, permanent
and immediate secession of war on all fronts, including Lebanon. Number two, America's commitment to non-inference in
Iran's internal affairs and respect for the sovereignty of the Islamic Republic of Iran. Number three, complete lifting of the naval blockade within 30 days.
Number four, America's commitment to withdrawing its forces from around Iran.
Number five, reopening the state of Hormos within 30 days with Iranian arrangements. In other words, Iranian
control. Six, suspension of sanctions on the sale of oil, prochemical products, and
derivatives and full access to Iran's financial resources. Number seven, the need for the United States and its
allies to present reconstruction plans for Iran worth at least $300 billion.
Number eight, 60 days of negotiations to reach a final agreement based on nuclear issues and the complete lifting of
primary and secondary US sanctions and resolutions of the UN Security Council and the board of governors of the International Atomic Energy Agency.
Number nine, reiterating Iran's commitment in the NPT not to produce nuclear weapons. Number 10, during the
negotiations, the United States has committed not to increase its forces in the region and will not impose new
sanctions. Number 11, release $24 billion in frozen Iranian funds during the 60-day period of final negotiations.
Half of this amount must be made available to Iran before the negotiations begin. Number 12,
establishing a monitoring mechanism to implement the agreement. Number 13, the final agreement will be approved by a UN
Security Council resolution. This is massive. Number 14, the final negotiations will not begin before half
of Iran's frozen funds are released, Iran's oil sanctions are suspended, and the naval blockade is lifted. The final
agreement will be made solely on the fate of enriched materials and enrichment, the lifting of sanctions, and the Iranian economic reconstruction
program. discussions about Iran's missile program and support for resistance.

Iranian foreign minister Sydas Saraki too tweeted, but he didn't raise any doubts on the claims made by the Meher
news agency. All he said was that the Iranian government will soon make the final deal public. But his tone
suggested that the claims made by the Iranian news agency were indeed true.
Right. We've got a new statement now on social media from the Iranian foreign minister say Argoti uh who says the Islamabad memorial memorandum of
understanding has never been closer pending its finalization. The media should refrain from entering speculation
about its content. In line with our responsible and transparent approach, all details will be shared with the
public in due course. And I mean 300 billion dollars for reconstruction and $24 billion to be paid immediately, no sanctions and the state of Hormuz under Iranian control.
If true, this is a complete surrender by Trump. Pakistani Prime Minister Shabbash Sharif too said that both Iran and the
US had reached a final and agreed upon text. his words, not mine.
I've got some breaking news to bring you. The Pakistan Prime Minister Shabbaz Sharif um talking about a potential
peace deal between Iran and the US. He says working closely with the US and Iran to finalize next steps. Of course,
Pakistan have been playing a key role in bringing those two sides together. So, he says they're working closely with the US and Iran to finalize next steps. We
will soon learn the truth on the Iran deal. But the Iranian military generals have long said that Iran will not
compromise on its key demands such as the reparations to be paid by the US and the settler colony and removal of US

Iran wants to continue to manage the straight of hormones, not in a toll booth format, but try to create a framework. It's still being debated

signatory to the nuclear non-prololiferation treaty, we won't have nuclear weapons." And then the details of the nuclear deal will be

How much potential is there for things to go wrong during that 60-day period, given that it seems like, yeah, you're right, they've gotten the if if all the
reporting is correct, it seems like the the basic outline of this, everyone's on the same page. But it seems like when you get into the finer details, there's
definitely potentially some divergence there. Do you think that 60 days from now, we're likely to still have a ceasefire, or do you think that we'll have a final deal?
I don't have a crystal ball, but there is. To your question, that was a great question. A lot can go wrong. One,
there's no trust, especially from Tyran's viewpoint. They say, "We negotiated with this administration twice in the middle of negotiations.
they attacked and now they're trying to negotiate and make a deal during wartime and there are no real guarantees. That's why we see a lot of this language of
upfront we want to see the money, the frozen assets, we want to see this and that because there's no trust that if the USS administration says something
signs that they're actually going to abide by it and also look back at history. Iran did negotiate with the United States of America a deal called
the JCPOA under President Obama and then the next president came from the opposite party and said I don't like this. I'm going to pull out of it. So there's also that sort of history and
memory and they want to have that's why they're trying to do it step by step, get whatever they can up front or one for one. Um and then also throughout the
process another thing we've learned from this administration is that we don't have a lot of the bureaucrats.
Switzerland has offered to host a possible signing of an MOU between the US and Iran should the parties agree to
it. The Swiss Foreign Ministry told AFP News that it was fully engaged, adding
that it was in close contact with the United States and Iran. Many believe that it's important for Iran to emerge
victorious in this conflict, as this will be a powerful blow to the rogue settler colony of Israel, which has

This resistance was not only the resistance of the Iranian armed forces, but also the resistance of the Iranian people; The people who showed their resistance during the 40 days of war and also during the ceasefire period until today.

Araghchi stated: First of all, this resistance is owed to our armed forces who sacrificed their lives. Indeed, we all, each and every people and official, are indebted to each and every one of the armed forces and the dear martyrs of the armed forces who sacrificed their lives.

He said: From commanders and soldiers to those who were behind the launchers, those who were present in the boats and people who resisted in different centers and stood until martyrdom, everyone played a big role. During this period, they did not leave the armed forces, officials and the whole country alone for a moment.

The Minister of Foreign Affairs added: People were in the streets every night, they were present on the scene every day, they resisted shortages, hardships and problems, they persevered and showed patience. This stage presence, which was rightly referred to as «arousal» and a kind of «mission», was a fact that we witnessed.


Referring to the role of the media, Araghchi said: In addition to this resistance, our media, especially radio and television, also played an effective role. The country's media tried to convey the facts and accompanied them in this direction.

Araghchi stated: The Islamic Republic of Iran and the people of Iran won in this heavy arena. This is neither a slogan nor an exaggeration. As the Minister of Foreign Affairs and someone who communicates with the foreign ministers and political officials of different countries every day by phone or in person, I see this clearly.

He added: A process has started that is now nearing its final stages. The result of this process is a 14-point memorandum of understanding, which has also been discussed in the media.

Araghchi continued: I prefer to explain the details of this document after it is finalized and signed, because it is possible to change some things until the last moment. Of course, the details of this text have been discussed many times in various meetings for the country's officials, the Supreme National Security Council and decision-making officials, and based on the opinions and instructions presented, several amendments have been made to it.

He pointed out: If I say that the current version is the umpteenth version of this document, you may not believe how much this text has been revised and changed to reach its current form.


The negotiations are pursued in two stages

Regarding the structure of the negotiations, the Minister of Foreign Affairs said: Two stages are foreseen in this process. The first stage is the signing of a memorandum of understanding between Iran and the United States, and after that the negotiations of the second stage will begin, which will eventually lead to a final agreement.

He added: The nuclear issue has been postponed to the second stage for various reasons, because in the current situation it was not possible to agree on some of the demands raised and those demands were not acceptable to us in any way.

Araghchi stated: In the first stage, the focus was on issues that could be agreed upon, but the nuclear case along with the issue of lifting sanctions will be examined in the second stage.


The end of the war on all fronts

The Minister of Foreign Affairs said: In the current memorandum of understanding, which is also referred to as «Islamabad Understanding, the end of the war is foreseen on all fronts.

He added: We never forgot Lebanon in this war, because Lebanon and Lebanon's Hezbollah were present with the Iranian people. Accordingly, the end of the conflict will include all fronts, including Lebanon.

Araghchi stated: In this framework, commitments about not starting a war, refraining from threatening or using force, and mutual respect for the sovereignty of countries have been taken into consideration.

He added: On the other hand, Iran has also been requested to mutually respect American sovereignty. Also, the two sides undertake not to interfere in each other's internal affairs.

Araghchi emphasized: This issue was raised from a completely equal position, and in my opinion, one of the most important clauses of this understanding is the recognition and respect of the sovereignty of the Islamic Republic of Iran.

Removal of sanctions, economic reconstruction and liberalization of financial resources

The Minister of Foreign Affairs continued: In this memorandum of understanding, issues such as the Strait of Hormuz, lifting the naval blockade, the framework of subsequent negotiations, lifting sanctions, reconstruction and economic development of the country, as well as how to deal with Iran's blocked financial resources have been taken into consideration.

He added: Specific mechanisms have been considered for some of these issues and some others will be completed and finalized in the next negotiations.

Araghchi said: When this document is finalized and signed, I will inform the people about its full details and I will explain paragraph by paragraph and even word by word what each part means and what achievements it will bring to the Islamic Republic of Iran.

The enemies of the agreement seek to destroy the path of negotiations

Referring to the process of negotiations and efforts to finalize the agreement, the Minister of Foreign Affairs said: I must say frankly that this agreement has enemies, and at the head of them is the Zionist regime, which is looking for excuses and excuses to prevent its realization.

“The United States has hit the hard rock of a formidable force that stopped its aggression and they have to deal with it,” said Ahmadian. “President Trump realized that he cannot change the failure, the military failure of the war into a diplomatic win.”

Throughout the U.S.-Israeli war with Iran, Trump has constantly flailed in his campaign to portray it as a historic success. The blunt reality is that what Trump announced as a quick and easy war of regime change rapidly transformed into a quagmire. For the past two months, Trump has struggled to find a way to declare victory, alternating between claims that Iran is begging him for a deal and threats to destroy Iranian civilization.

On Thursday morning, Trump threatened to hit Iran “very hard.” Later in the day, Trump claimed a deal was now at hand, suggesting it could be signed as early as this weekend. “Based on the fact that discussions with the Islamic Republic of Iran have been brought to the highest level of Iranian leadership and approved, I have, as President of the United States of America, cancelled the scheduled strikes and bombings against Iran this evening,” Trump wrote on Truth Social. “Discussions and final points have been, in both concept and great detail, approved by all parties involved.”

Trump has made such claims more than three dozen times since the initial two-week ceasefire was signed on April 7, and behind the scenes, Iranian officials maintain they have stood firm in protecting their own red lines in any deal framework.

This time, however, the initial response from Tehran indicates that a deal may well take shape.
